Who stacks diaper coupons?

I live in san antonio and when I called target and babies r us, target said they only take one target and one manufac. coupon. They used to stack a lot more… When I used to go to babies r us they would take all the coupons you could give as long as they weren’t expired of course. To be sure that was still the policy, I called and they said they would decide what they would take after I came in but they wouldn’t give any coupons back if they scanned them and I then decided not to use them. Seems kinda shady to me… Anyone know who else stacks coupons. I’ve been saving all of my diaper coupons and now it seems no one stacks them anymore.
